    Basic Function: The person in this position is responsible for accurately assessing job candidates’ skills and abilities and for making quality placements at client companies. He or she is also responsible for expanding business within existing accounts and providing excellent customer service to all Certified clients and temporary employees.

    Essential Functions and Duties:

    1. Recruits, screens, interviews, orients and reference checks applicants for temporary, temp-to-hire and/or direct-hire placement. Successfully identifies candidates with superior potential.

    2. Takes accurate specifications for and fills job orders for a variety of clients. Runs skill checks, screens resumes and calls candidates to insure job orders are filled. May include running background checks on applicants, faxing resumes and arranging applicant interviews with clients at their request.

    3. Provides customer service to clients, including monitoring the progress of each assignment and problem solving to insure that client needs are met. Anticipates upcoming client staffing needs and recruits accordingly.

    4. Achieves Certified’s markup goals and understands fee structure. Handles rate and fee negotiation within those parameters and with manager’s or account executive’s guidance.

    5. Enters applicant, client and job order data into computer. Responsible for completeness and accuracy of computer records. Maintains file documentation. Runs various reports such as availability lists and extension reports.

    6. Provides service to temporary employees, including preparing them for interviews, assisting them with resumes and solving payroll problems.

    7. Develops and expands business within existing accounts. Is proactive in asking for orders. Adheres to published standards and branch goals regarding client react calls, marketing calls, extension calls, client/prospect lunches, tours, visits, etc.

    8. Actively participates in candidate recruiting activities via attendance at job fairs; writing and placing ads for all media; evaluating, cataloging and responding to submitted resumes; maintaining contact with established recruiting sources; reactivating former temporary employees. Is proactive in asking for referrals.

    9. Handles unemployment and workers’ compensation claim paperwork when assigned to do so.

    10. Interacts with corporate administration and accounting regarding employment issues, payroll problems, client requests and computer issues.

    11. Administers applicant testing and I-9 completion when necessary.

    Knowledge, Skills and Abilities:

    1. Knowledge of Certified’s employment practices and policies.

    2. Knowledge of effective interview technique and of the legalities of interviewing, placement and documentation.

    3. Knowledge of client work environments and knowledge of each client’s product(s) or service(s).

    4. Knowledge of the temporary industry and the competition.

    5. Knowledge of written communication formats, business English and composition.

    6. Skilled in operating Certified’s computer system for data entry, retrieval and email functions.

    7. Skilled in negotiation techniques.

    8. Ability to handle multiple tasks simultaneously, and to prioritize those tasks.

    9. Ability to communicate clearly and accurately over the phone and in person with co-workers, applicants, temporaries and clients in a courteous and professional manner.

    10. Ability to work as part of a team.

    11. Ability to understand client needs and make successful placements based on those needs.

    12. Ability to be proactive and sales oriented.

    13. Ability to sell candidates on specific job opportunities.

    14. Ability to deliver excellent customer service.

    15. Ability to accurately input and retrieve information via computer, including the ability to utilize a personal computer for Internet retrieval of information on clients, prospects, and temporaries.

    16. Ability to define work-related problems and work with others to solve them.

    17. Ability to follow written and oral instructions.

    18. Ability to successfully match a candidate to a job, utilizing resume/application analysis, candidate interview, and reference checking.

    19. Ability to exercise sound judgment on Certified’s behalf.

    20. Ability to perform basic mathematical calculations.

    Relationships:

    1. Reports to Branch or Regional Manager.

    2. Communicates and cooperates with other branch staff, and corporate and accounting staff.
