We are currently seeking a Network Planning and Provisioning Manager. The Network Planning and Provisioning Manager will be responsible for traffic analysis and voice trunking with RBOCs, ILECs and third-party vendors, managing numbering resources, and local number portability for company. The Network Planning and Provisioning Manager owns the on-going circuit ordering, vendor carrier relationship management, cost reduction, and effective network planning to meet with our interconnection strategies. You must have solid analytical and organizational skills.
Qualification Requirements:
● Minimum 3-5 years experience ordering voice tandem trunking facilities as a CLEC or ILEC.
● Excellent written and verbal communication skills.
● Specialized training in telecommunications services, circuit provisioning, carrier collocation arrangements, and interconnect agreements.
● Experience submitting ASRs for Trunking Orders and Augments to RBOC/ILECs
● Experience requesting new numbering resources from NANPA and NPAC.
● Understanding of PSTN call routing, LERG Updates, Number Pooling, and Number Porting.
● Excellent computer skills
● Extremely detail oriented and willing to work in a fast paced environment.Responsibilities:
Network Provisioning functions:
• Develop trunk forecasting based on current customer base and growth plans
• Act as primary liaison with RBOC/ILEC account managers
• Manage all projects with RBOC/ILEC, including project scheduling and coordination of project activities
• Provision O1 network to meet customer demands and sales forecasts
• Manage order process with RBOC/ILEC, including review of orders for completeness, assignment to applicable provisioning administrator, and follow-up for completion
• Submit iLEC/RBOC carrier ASR forms to order circuits, augment existing trunking, modify existing orders, or cancel orders/services.
• Track all trunking orders and 3rd party vendor facilities internally.
• Review LSOG, ASOG, and Carrier Coding Guide as required to resolve ordering issues
• Order new SS7 ISUP routes and disconnect old routes as required by network plan
• Prepare weekly reports regarding trunk capacity planning and recommend any needed activityVendor and Costs Management:
• Develop and maintain strong relationships with existing carrier vendors and potential strategic vendors.
• Actively negotiates out of contract or near term contract circuits at a lower cost while maintain carrier diversity and leverage.
• Develops strategies for circuit cost reductions and consolidations while being mindful of our high availability requirements.
• Holds monthly vendor scorecard reviews with vendor carriers based on bidding performance, network availability, strategic footprint, cost, and capacity.Code administration functions:
• Overall management of numbering resources, including acquiring new resources, making changes to existing resources, coordinating timely return (disconnect) of numbering resources, preparing semi-annual reports mandated by federal and state regulatory agencies(NRUF), and ensuring compliance with all regulatory directives regarding numbering resources.
• Maintain O1’s information in industry databases (BIRRDS/LERG), including input of new numbering resources, maintenance of resources, and clean up of existing data
• Management of CLLI and Signaling Point Codes, including requesting new codes and maintaining industry database
• Point person and process owner for our Toll Free Number provisioning in the SMS/800 system. Creates routing profiles, activates new numbers using our Least Cost Routing strategies, modifies existing routing per customer requirements, and disconnects numbers due to churn.Supervisory:
• Provides guidance and direction to Network Planning staff.
• Sets strategic direction for the department and department goals
• Hires, trains, and develops new Network Planners
