    SUMMARY DESCRIPTION

    Under general direction of assigned Director, the Construction Engineer performs and supports engineering work, including planning, supervision, permitting, construction inspection, and coordination of private grading, public improvements, right of way, and capital project construction contracts.

    IDENTIFYING CHARACTERISTICS

    The Construction Engineer is a full professional journey level classification. Positions in this class possess the applicable education and training background required, including appropriate certificates and licenses, as well as practical work experience. Incumbents perform the full range of duties as assigned with only minimal instruction or assistance and work independently; seeking assistance as new or unusual situations arises.

    Examples of Duties:
    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    1. Performs professional and technical engineering work relative to assigned area of responsibility, such as construction of capital improvements and public works design.

    2. Assists in developing policies, rules and procedures for the effective operation of the Department, including establishing priorities, goals and objectives of construction management.

    3. Represents the City at various meetings. Makes written and oral reports.

    4. Oversees consultant inspection, materials testing, and survey services, monitor consultant budgets and recommend approval of consultant payments.

    5. Provides construction oversight for a variety of capital improvement projects; specific duties may include but not be limited to:
    · Evaluates and negotiates capital project change orders and draft change orders;
    · Reviews payment applications submitted by contractor, recommend approval;
    · Coordinates complex construction activities;
    · Ensures construction files are appropriately maintained, including but not limited to: daily inspection reports, SWPPP inspection reports, weekly Statement of working days, prevailing wage reports and logs, materials inspection reports and logs, contract change order logs; and
    · Completes construction photo documentation and logs, incident reports and logs, construction as-built.

    6. Assists in the selection and negotiation for consultant services.

    7. Reviews traffic control plans and coordinates road closures with other departments to maintain traffic flow.

    8. Responds to and resolves public inquiries and complaints related to public works construction projects, right-of-way, and development.

    9. Performs engineering design and plan preparation, drainage analysis and specifications for capital improvement projects including, streets, storm drains, erosion controls and related projects;

    10. Researches project design requirements; and

    11. Develops and revises design and construction standards (technical specifications) for capital improvement projects.

    12. Performs constructability review of City capital improvement project designs.

    13. Participates in the plan check, review and processing of plans for private developments affecting City streets, drains and related public works facilities; assures compliance with appropriate codes, ordinances, rules and regulations.

    14. Coordinates Utility projects and permitting.

    15. Serves as City’s Radiation Safety Officer.

    16. Performs drafting work for various City departments.

    17. Maintains City’s Radiation License and ensures equipment is working properly.

    18. Performs related duties as required.

    Typical Qualifications:
    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

    Knowledge of:
    Principles and practices of engineering and construction as applied to public works, infrastructure, transportation or land development.
    Strengths, properties, and uses of engineering construction materials.
    Methods and interpretation of soil analysis, materials, compaction and density tests.
    Public works contract administration and pay estimates.
    Public works construction inspection, management, methods and materials.
    Applicable laws, standards and regulations relating construction, inspection, safety and traffic controls.
    Principles of algebra,, geometry, and trigonometry as applied to engineering.
    Tahoe Basin construction and regulatory environment.
    Civil engineering principles, practices and methods as applicable to a municipal setting.
    Principles and procedures of safety risk management.
    Principles and practices of business correspondence and reporting.
    Budgeting management and preparation.

    Ability to:
    Manage capital improvement project under construction, including coordinate with contractor and field inspectors; design, coordinate, and approve field modifications; administer contracts; process contractor payments; and prepare change orders for City Council approval.
    Provide and verify construction estimates.
    Skilled in computer aided design software.
    Read and interpret plans and specifications.
    Interpret and create GANTT charts or Critical Path Schedules.
    Establish and maintain effective working relationships with employees, contractors, consultants, other departments and the public.
    Follow written and oral instructions.
    Apply policies, procedures, laws and regulations pertaining to service delivery.
    Prepare clear and concise reports and schedules.
    Communicate clearly and concisely orally and in writing.
    Be flexible in working hours, working conditions and work independently.
    Effectively multi-task and address concerns/complaints from the public with tact and professionalism.
    Prepare presentations and speak effectively at various public forums.

    Education and Experience Guidelines – Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:
    A Bachelors degree in civil engineering or related field from an accredited college or university.

    Experience:
    Three to five years of increasingly responsible field or construction engineering experience, one year professional civil engineering preferred.

    License or Certificate:
    Possession of a valid California or Nevada driver’s license.
    Possession of a valid Certificate of Registration as a professional engineer (PE). If licensed in a state other than California, a California PE license will be required within one year of hire.
    SWPPP inspection (QSD, QSP) is highly desirable.
    Possession of ICBO/ICC/NICET certifications in concrete, asphalt, and soils is desirable
    Certified Nuclear Gauge Operator is desirable.

    Environment: Work is performed in a standard office environment and at indoor and outdoor environments; travel from site to site; some exposure to noise, dust, grease, smoke, fumes, and gases. Incumbents may be exposed to inclement weather conditions; work around heavy construction equipment; work or inspect in confined spaces;work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.

    Physical: Primary functions require sufficient physical ability and mobility to work in an office and outdoor setting; to stand or sit; to stoop, bend, kneel, crouch, reach, twist, squat, climb ladders and walk on uneven terrain including loose soil and slopes surfaces; to lift, carry, reach and twist, push, and/or pull light to moderate amounts of weight; to operate assigned equipment and vehicles and to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

    Vision: See in the normal visual range with or without correction.

    Hearing: Hear in the normal audio range with or without correction.
